Transiting through Singapore Changi Airport? You may have an exciting opportunity to explore one of Asia’s most fascinating cities without paying for a guided sightseeing tour! The Free Singapore Tour offers eligible transit passengers a chance to discover Singapore’s famous landmarks, vibrant neighbourhoods and spectacular city views during a stopover.
Operated by Changi Airport, these guided tours last approximately 2.5 hours and feature different aspects of Singapore, including its rich heritage, cultural districts, iconic skyline and popular attractions. Depending on the itinerary and availability, you may be able to see highlights such as Marina Bay, the Singapore River, historic districts or Sentosa.
The tour is free, but eligibility, registration, available departure times and onward-flight requirements apply. You generally need a layover of at least 5.5 hours but less than 24 hours. Tour places are limited, so check the latest schedule and booking instructions on the official Changi Airport website before making plans.
In this complete GlimpseTrip guide, you’ll find the tour options, current timetable, eligibility requirements, registration procedure, reporting times, visa considerations and practical tips to help you plan your Singapore layover.
Official information: Changi Airport — Free Singapore Tour
Important: The Free Singapore Tour does not automatically grant permission to enter Singapore. If you plan to leave the transit area, you must meet Singapore’s immigration requirements.
Travellers who need a visa must hold a valid Singapore visa unless they qualify for an applicable exemption or the 96-hour Visa-Free Transit Facility (VFTF). Eligibility for the VFTF depends on your nationality, travel documents and itinerary. Check the official Singapore Immigration & Checkpoints Authority (ICA) website before travelling.
1. What Is the Free Singapore Tour?
The Free Singapore Tour (FST) is a complimentary guided sightseeing experience provided by Changi Airport for eligible transit and transfer passengers.

3. Singapore Visa Requirement
3.1 Does the Free Singapore Tour require a Singapore transit visa?
No separate “Free Singapore Tour transit visa” is required.
The Free Singapore Tour itself does not issue or provide a transit visa.
However, there is an important distinction:
You must be legally eligible to enter Singapore to participate in the tour.
If your nationality is eligible for visa-free entry into Singapore, you can enter subject to Singapore’s normal immigration requirements.
If your nationality normally requires a Singapore visa, you need either:
- a valid Singapore entry visa, or
- an applicable visa-free arrangement such as the 96-hour Visa-Free Transit Facility (VFTF).
Changi Airport specifically confirms that passengers who do not have a Singapore entry visa may still be able to join the Free Singapore Tour if they are from an eligible visa-free nationality or qualify for the VFTF. Entry remains subject to ICA’s assessment.
Therefore, the Free Singapore Tour does not itself remove Singapore’s visa requirement.
3.2 Who can get the 96-hour Visa-Free Transit Facility?
The 96-hour Visa-Free Transit Facility (VFTF) is a special arrangement that may allow eligible transit passengers to enter Singapore without obtaining a separate Singapore entry visa.
The eligibility requirements differ by nationality. The conditions explained in Sections 3.2–3.4 below apply specifically to Indian nationals. Travellers of other nationalities should check the official Singapore ICA website for the rules that apply to them.
For Indian nationals, Singapore ICA currently states that you may qualify for the VFTF if you are in transit to or from any third country via Singapore and satisfy the applicable conditions.
3.3 Main eligibility requirements:
You must satisfy all the applicable conditions.
(i) You must be transiting to or from a third country
You must be travelling through Singapore between your home/origin country and another country. Your Boarding pass will be verified for your onward journey before you are allowed to enter Singapore.
For example:
India → Singapore → Japan
or
USA → Singapore → Bangkok
may constitute transit to or from a third country, subject to the other VFTF requirements.
(ii) You must have a valid onward ticket
You must have a valid onward air, ferry or cruise ticket departing Singapore within 96 hours.
For Indian nationals using VFTF, ICA specifies that you may enter Singapore by any mode of transport, but must depart Singapore by air or sea.
(iii) You must hold a qualifying visa or long-term pass
You must hold a valid visa or long-term pass with at least one month of validity from the date of entry into Singapore under the VFTF.
The visa or long-term pass must be issued by and/or be valid for entry into one of the following countries:
- Australia
- Canada
- Germany
- Japan
- New Zealand
- Switzerland
- United Kingdom
- United States of America
These are the countries currently specified by Singapore ICA for Indian nationals under this VFTF arrangement.
3.4 What if you have a Single Journey Visa?
ICA also provides a special provision for travellers holding a Single Journey Visa (SJV).
Such travellers may potentially be granted VFTF on the return leg of their journey after the SJV has already been used and is no longer valid.
However, the traveller must:
- travel directly from the country that issued the SJV;
- travel through Singapore back to their home country; and
- not have returned to their home country since last using the SJV.
This is a specific VFTF provision and does not apply automatically to every used or expired visa.
3.5 Does having a US, UK, Japanese or other qualifying visa guarantee entry?
No.
Having a qualifying visa or long-term pass is only one of the VFTF requirements.
You must also satisfy the other conditions, including the transit and onward-ticket requirements.
Most importantly, the final assessment for entry is made by Singapore’s Immigration & Checkpoints Authority (ICA) officers at the point of entry.
Possession of a visa or qualifying documentation therefore does not by itself guarantee entry.
3.6 How long can you stay under VFTF?
The VFTF allows eligible travellers to stay in Singapore for up to 96 hours under the facility.
However, the facility is subject to the applicable requirements and immigration approval.
Important
Extension of stay under the VFTF is strictly not allowed.
3.7 Official ICA Information
Visa and transit rules can change, so check the latest requirements directly with Singapore’s Immigration & Checkpoints Authority (ICA) before travelling.
For details about the 96-hour Visa-Free Transit Facility (VFTF), including eligibility requirements for Indian nationals, qualifying visas and onward-travel conditions, visit the official ICA website:
Official resource: Singapore ICA – Visa-Free Transit Facility (VFTF)
Important: Eligibility for the VFTF does not guarantee entry into Singapore. Travellers must satisfy the applicable requirements, and the final entry decision rests with Singapore’s immigration officers.
4. Singapore Arrival Card — Must Be Completed Before Entering Singapore
Do You Need the Singapore Arrival Card for the Free Singapore Tour?
Yes, if you are entering Singapore and clearing arrival immigration to join the tour.
Travellers entering Singapore generally must submit the Singapore Arrival Card (SGAC) within three days before arrival, including the date of arrival. Applicable exemptions apply to certain travellers, including those transiting through Singapore without clearing immigration.
The SG Arrival Card Is Not a Visa
The SG Arrival Card is an electronic arrival and health declaration. It is not a visa and does not replace a Singapore entry visa when one is required. Submitting it does not guarantee permission to enter Singapore.
Is the SG Arrival Card Free?
Yes. The official Singapore Immigration & Checkpoints Authority (ICA) provides the SG Arrival Card submission service free of charge.
Submit it online through the official ICA website or the MyICA mobile application.

Important: Avoid unofficial websites that charge a fee for submitting the SG Arrival Card. Always check the latest entry requirements on the official ICA website before travelling.

Advance booking is recommended because seats are limited. Check that your layover and connecting-flight schedule meet the requirements for your selected tour.
Option 2: Register at Changi Airport
You can also visit a Free Singapore Tour booth in the transit area upon arrival at Changi Airport.
Walk-in registration is subject to availability. If online slots are fully booked, limited places may still be released on the day of the tour, but this is not guaranteed.
Important: Remain in the transit area and do not clear arrival immigration before visiting the tour booth. The booths are located in the transit areas of Terminals 2 and 3.
For current booking instructions, booth locations and availability, check the official Free Singapore Tour website.
8. Very Important: Do Not Clear Arrival Immigration Before Registering
If you plan to join the Free Singapore Tour, carefully follow Changi Airport’s current registration instructions.
Do not clear Arrival Immigration before registering for the Free Singapore Tour. The registration booths are located in the transit area, and you may not be able to return there after passing through immigration.. Once you pass through immigration, you may not be able to return to the transit area to register for the tour.
Before travelling, check the latest registration procedures, booth locations, opening hours and tour availability on the official Changi Airport Free Singapore Tour website.
Our tip: Allow enough time to find the registration booth and complete the required checks. Tour places are limited, and registration does not guarantee a place unless your booking is confirmed.
For step-by-step registration instructions, see Section 9: How to Register for the Free Singapore Tour.
9. How to Register for the Free Singapore Tour?

Step 2: Choose a Suitable Tour
Select a tour that fits your connecting-flight schedule. Check its departure time, reporting deadline and required onward-flight departure time. Refer to Section 5 for the tour details and timetable.

Follow the latest instructions from Changi Airport and visit the designated Free Singapore Tour booth in the transit area. Do not clear Arrival Immigration before registering. See Section 8 for this important precaution.
Step 5: Keep Your Travel Documents Ready

Important Tips for a Smooth Experience
- Check your booking confirmation and the official timetable for the exact reporting deadline.
- Allow enough time to reach the registration booth after leaving your aircraft.
- Keep your passport, boarding passes, booking confirmation and any required entry visa ready.
- Arriving late may result in your booking being forfeited.
- Allow sufficient time to return to the airport and complete the procedures for your onward flight.

11. Documents You Must Carry
Keep all important documents easily accessible.
Passport
Carry your valid passport.
Boarding Passes
Carry your relevant flight boarding passes.
Singapore Entry Visa — If Required

Changi lists the passport, boarding passes, valid entry visa if required, and tour booking confirmation among the documents needed for registration.

13. What Happens to Your Cabin Baggage?
If you have:
- Bulky cabin baggage
- Wheeled cabin baggage
- Alcohol
- Duty-free items
you must deposit applicable items at a Baggage Storage counter in the transit area before checking in for the tour.
Important
Baggage storage charges apply.
Electronic devices cannot be stored and must be carried with you during the tour.
14. Where Will the Tour Drop You Back?
At the end of the tour, participants will be dropped back at Changi Airport.
The possible drop-off points are:
- Jewel Changi Airport / Terminal 1
- Terminal 2
- Terminal 3
After returning to Changi Airport, you are responsible for your own flight check-in and security procedures.
Therefore, always allow sufficient time for your onward flight.
15. Important Things to Know Before Joining
Only One Tour Per Layover
Each transit passenger can participate in only one Free Singapore Tour during the layover.
Tours Operate Every Day
The Free Singapore Tours operate daily, including weekends and public holidays.
Tours Are Conducted in English
The tours are conducted in English.
Chinese audio devices are available upon request at the registration booth.
Seats Are Limited
Seats are allocated on a first-come, first-served basis.
Advance booking is therefore advisable.
Tour Routes Can Change
Tour itineraries may be changed depending on weather and traffic conditions.
Children Under 18
Passengers under 18 years old cannot participate alone and must be accompanied by an adult.
All participants must sign the required indemnity form, and signatories must be at least 18 years old.
Wheelchair and Stroller Users
Unfortunately, Changi Airport states that the Free Singapore Tours are not suitable for wheelchair and stroller users because of the tour routes.
Tobacco, Cigarettes and Vaping Products
Items such as tobacco, cigarettes, vaporizers and e-cigarettes are not permitted on the tours because of Singapore’s applicable restrictions and taxation rules.
16. Can You Leave the Tour Halfway?
You are encouraged to complete the entire tour.
If you decide to leave the tour midway and continue sightseeing independently, you must arrange and pay for your own transportation back to Changi Airport.
Changi Airport states that it is not responsible for any missed connecting flight in such circumstances.
Our advice
If you have an important international connection, it is safer to remain with the tour group and return to the airport on the scheduled tour transport.
17. What If You Miss the Tour Bus?
If you become separated from the group or miss the tour bus back to Changi Airport, you will have to arrange and pay for your own transportation to the airport.
18. What If You Cannot Attend After Booking?
If you have pre-booked the tour but later cannot attend, you can cancel using the cancellation link in your confirmation email.
The confirmation email contains a Cancellation Policy section with a cancellation link and a unique PIN.
Changi notes that failing to cancel and simply not showing up may affect your eligibility for future bookings.
19. A Practical Example for an Indian Traveller
Suppose you are travelling on the following route:
Kolkata → Singapore → Tokyo
Your flight arrives at Singapore Changi Airport in the morning, and your connecting flight to Tokyo departs at 6:30 PM.
You may have enough time to join the Free Singapore Tour, provided you meet the tour’s eligibility requirements and Singapore’s immigration rules.
Which Tour Could You Choose?
Singapore River and Marina Bay Sands Tour
- Tour timing: 1:00 PM – 3:30 PM
- Reporting time: Before 11:30 AM
- Published onward-flight requirement: Your connecting flight must depart after 5:30 PM.
Your 6:30 PM connecting flight meets the published onward-flight departure requirement for this tour. However, the tour finishes just three hours before your flight departs.
Important: Meeting the published departure-time requirement does not guarantee that you will make your connecting flight. Allow sufficient time for the return transfer, airport procedures and unexpected delays. Confirm the latest tour requirements and assess whether the available time is suitable for your itinerary.
Can Indian Passport Holders Enter Singapore Without a Visa?
Indian passport holders generally require a Singapore entry visa unless they qualify for an applicable visa-free arrangement, such as the 96-hour Visa-Free Transit Facility (VFTF).
The VFTF is subject to specific eligibility conditions, including qualifying travel arrangements and supporting documents. A qualifying visa or long-term pass alone does not guarantee eligibility or permission to enter Singapore. The final entry decision rests with Singapore’s Immigration & Checkpoints Authority (ICA).
For the full conditions and official guidance, see Section 3: Singapore Visa Requirement and the official ICA Visa-Free Transit Facility page.
Remember the Singapore Arrival Card
If you are required to submit the Singapore Arrival Card (SGAC), complete it within three days before arrival, including your arrival date. The SGAC is free and is not a visa.
See Section 4: Singapore Arrival Card — Must Be Completed Before Entering Singapore for submission instructions, exemptions and the official application link.
Our Advice for Indian Travellers
Before booking the Free Singapore Tour, confirm the following:
- Tour timing: Your connecting flight meets the selected tour’s current departure-time requirement, and you have allowed a sufficient safety buffer.
- Entry eligibility: You meet Singapore’s applicable visa or visa-free transit requirements.
- Travel documents: Your passport, onward ticket, SGAC (if required), and any necessary visas or supporting documents are in order.
- Current tour rules: Check the latest schedule, registration arrangements and eligibility conditions before travelling.
